The document consists of 5 points:
1️⃣ Ukraine’s invitation to NATO before the war is over.
2️⃣ Continuation of the Armed Forces of Ukraine’s operations on Russian territory to prevent buffer zones in Ukraine. Lifting restrictions on strikes within Russia. Joint efforts with partners to shoot down Russian missiles and drones. Access to partners’ intelligence data and assistance in equipping reserve brigades for the Ukrainian Armed Forces.
3️⃣ Non-nuclear deterrence of Russia and the acquisition of specific types of weapons.
4️⃣ Development of Ukraine’s strategic and economic potential and strengthening sanctions against Russia.
5️⃣ After the war, Ukrainian troops may replace the U.S. contingent in NATO member states, using their experience to strengthen the defense of NATO and Europe.
The second, third, and fourth points have classified annexes that have already been presented to partners.
If everything proceeds according to plan, the war could be over by the end of 2025, Volodymyr Zelenskyy said.
