Leaked recordings and parliamentary probes are putting Ukraine’s state-owned Sense Bank under intense scrutiny – raising questions about influence, gambling flows, and missing billions.

Ukraine’s Operation “Midas” and the growing controversy around the nationalized Sense Bank are raising serious questions about governance, influence, and transparency in the country’s wartime economy.

The nationalization of the former Alfa-Bank – previously owned by Russian oligarchs Mikhail Fridman and Petr Aven – in July 2023 has evolved into one of the most high-profile cases involving alleged political influence and shadow schemes. A recent session of the Ukrainian Parliament’s Temporary Investigative Commission (TIC), led by MP Yaroslav Zhelezniak, revealed details that resemble a political thriller more than routine financial oversight: leaked recordings, alleged informal overseers, gambling flows, and billions in profits under scrutiny.

Leaked recordings and contested appointments

A central issue raised during the parliamentary hearing concerns how key figures were appointed to leadership roles at Sense Bank. Officially, the process was presented as transparent, involving an international HR firm and foreign experts.

However, questions emerged after apparent overlaps between the so-called “Mindich tapes” and actual government appointments.

According to materials referenced during the hearing, conversations recorded as part of an anti-corruption investigation appear to show individuals discussing candidates for the bank’s supervisory board. Names mentioned in those discussions – including Piotr Nowak, Jerzy Shugaev, and Mykola Hladyshenko – were later appointed through a government decision roughly 40 days afterward.

Officials from the Ministry of Finance defended the process, but lawmakers expressed skepticism. Some MPs argued that candidates seeking positions reported informal conversations suggesting that final decisions were influenced outside formal конкурс procedures.

Influence networks and unidentified figures

Particular attention was given to the role of Vasyl Veselyi, who formally held an advisory role but was described by some lawmakers as having significant informal influence over decisions.

Discussions during the session also focused on an individual identified as “Yurii” in the recordings. Some lawmakers suggested this figure could be linked to advisory structures within the Presidential Office, though no official confirmation has been provided.

Officials questioned during the hearing denied such involvement, and the identities referenced in the recordings remain subject to verification.

Gambling flows and financial concentration

Another major focus of the investigation concerns the bank’s role in servicing Ukraine’s gambling sector. According to lawmakers, Sense Bank processes a significant share of online gambling transactions in the country.

Some MPs described this concentration as a potential systemic risk, raising questions about oversight and regulatory response. Claims were also raised about possible additional commission structures tied to these transactions, though these allegations have not been independently confirmed.

There were also references to cryptocurrency-related financial flows, including the possible use of mixers and wallets, though no official findings have yet been released.

Financial discrepancies under review

Despite servicing high-volume financial sectors, Sense Bank is not expected to pay dividends to the state budget until at least 2028 due to ongoing recapitalization needs following nationalization.

However, lawmakers highlighted discrepancies in reported figures. According to parliamentary discussions, the bank reported approximately UAH 3.2 billion in net profit, while only around UAH 2.6 billion was allocated toward recapitalization.

Regulators were asked to clarify the difference, but no definitive explanation was provided during the session.

What comes next

Further hearings are scheduled, with senior officials – including representatives of Ukraine’s central bank and Ministry of Finance – expected to testify.

Lawmakers emphasized that attendance is mandatory and signaled continued scrutiny of the case.

The investigation remains ongoing, and authorities have not issued final conclusions regarding the allegations discussed during the hearing.
