President Volodymyr Zelenskyy appointed Davyd Aloyan as deputy secretary of the National Security and Defense Council under Rustem Umerov, despite questions about his family’s cooperation with Russia.
His father, mother, sister, and uncle are listed in the “Myrotvorets” database, investigative journalist Volodymyr Bondarenko reminds, according to Informator.ua.
“Appoint Davyd Manvelovych Aloyan deputy secretary of the National Security and Defense Council of Ukraine,” the decree states.
Umerov announced that Aloyan became his deputy for defense industry issues. According to the NSDC secretary, Aloyan was involved in developing projects on production localization, strengthening cooperation with European partners, and shaping the defense industry development strategy.
The journalist reports on his Facebook page that Aloyan’s entire family is listed in the “Myrotvorets” database.
“Zelenskyy appointed as deputy secretary of the NSDC a man named Davyd Manvelovych Aloyan (born 1997, Alchevsk). His mother, Kadze Madzhiti Aloyan (born 1976), is listed in the Myrotvorets database; she conducted official business in Russia (LNR). His sister, Karine Manvelovna Aloyan (born 1994), is listed in the Myrotvorets database. His uncle (his father’s brother), Norair Aloyevich Aloyan (born 1982), is listed in the Myrotvorets database and since 2023 has conducted official business in Russia (LNR),” Bondarenko writes.
What is known about Aloyan
Davyd Aloyan studied at Vadym Hetman Kyiv National Economic University, where he earned a master’s degree in International Economic Relations. While still a student, he engaged in business and later worked at the Kyiv office of the American logistics company Everest TS.
In 2021, he joined the team of the Ministry of Strategic Industries. Over four years, Aloyan rose from leading specialist in the Investment Policy Department to acting head of the Department of European and Euro-Atlantic Integration. On April 15, 2025, he was appointed Deputy Minister for Strategic Industries, responsible for European integration.

It should be recalled that the Security Service of Ukraine is currently investigating cooperation between NABU detectives and Russia. The case materials largely involve the relatives of the detectives.
Earlier, as reported by Informator, the Cabinet of Ministers refused to appoint NABU detective Tsyvinskyi as head of the Bureau of Economic Security because his father holds Russian citizenship. Later, under public pressure, Tsyvinskyi was eventually appointed. He was preliminarily tested with a polygraph.
