Commander-in-Chief of the Armed Forces of Ukraine Mykhailo Drapatyi has prepared a so-called war plan, which has been under consideration by the National Security and Defense Council (NSDC) for several weeks.

Hromadske reports that this is stated in a Ukrainska Pravda article citing high-ranking sources.

According to the sources, the plan is intended to answer the questions of what exactly the Ukrainian army needs to do to preserve Ukraine and within what timeframe. In addition to its broader vision, it outlines practical matters, such as the military’s approach to defense, including whether soldiers who serve as the “eyes” and “ears” of the army but have little opportunity to engage in combat should be kept on the front line.

UP sources also described how Drapatyi has begun a personnel “purge,” transferring several dozen officers, including colonels and brigadier generals, to a reserve battalion.

“There is a reserve battalion for officers, and it has never been filled on such a scale as it has been over the past month and a half. In one day, around 15 officers were dismissed from the General Staff’s International Cooperation Directorate and transferred to the reserve battalion,” one of the journalists’ sources said.

Another source said that when it comes to personnel decisions, “no one is putting obstacles in Drapatyi’s way.”

In addition, among the changes in the military following the appointment of the new commander-in-chief, UP notes that he does not command the troops directly, but through troop groupings and operational commands; seeks to move all commanders to the Delta situational awareness system, as some troop groupings still do not use it; and has introduced the decentralization of command.
