Zelenskyy Arrives for two-day diplomatic summit in Berlin

Zelenskyy arrived in Germany on December 14 to meet the U.S. negotiating team, focusing on Ukraine’s security guarantees, peace efforts, and avoiding another Budapest Memorandum failure.

The focus of the talks is on security guarantees for Ukraine and preventing a repeat of the Budapest Memorandum failure, Korrespondent.net reports.

President Volodymyr Zelenskyy arrived in Germany on December 14. He plans to meet with the U.S. negotiating team, the head of state announced on Facebook.

“Already in Germany. Today’s agenda includes a meeting with the American negotiating team. We are focusing on how to reliably guarantee security for Ukraine, so that the experience of the Budapest Memorandum and Russia’s invasion never repeats. We expect constructive negotiations,” Zelenskyy said.

On December 15 in Berlin, President of Ukraine Volodymyr Zelenskyy will hold a series of important talks with representatives of the German authorities and international partners.

Zelenskyy’s Meetings in Berlin

As the Office of the President told Ukrinform, the Head of State will meet with German Chancellor Friedrich Merz, Federal President Frank-Walter Steinmeier, and President of the Bundestag Julia Klöckner.

In addition, Volodymyr Zelenskyy, together with Chancellor Merz, will take part in the closing of the German-Ukrainian Economic Forum.

In the evening, talks are scheduled between the President of Ukraine and the leaders of the European Union, the United Kingdom, as well as the heads of the European Commission, the European Council, and NATO.

It was also reported that Volodymyr Zelenskyy had a meeting with the President of Finland Alexander Stubb.

Earlier, Volodymyr Zelenskyy emphasized that the two-day diplomatic summit in Berlin is of special importance for Ukraine.

In particular, the summit will discuss a 20-point framework plan, the final stage of which envisages a ceasefire.

According to the President, this could significantly change the security situation on the ground.

Volodymyr Zelenskyy also spoke about his meeting with Finnish President Alexander Stubb, noting that the talks were productive and took place amid intensive diplomatic efforts.

The Head of State said the sides discussed the current results of diplomatic initiatives, coordinated joint positions ahead of the planned meetings with partners in Berlin, and agreed on further steps.

Separately, Volodymyr Zelenskyy thanked Finland for its support of Ukraine, in particular for its contribution to the PURL program, which strengthens Ukraine’s negotiating position by enhancing its defense capabilities.

The President also expressed gratitude to Alexander Stubb for his constant coordination and assistance to the Ukrainian state.

Earlier, the president noted that Ukraine does not see the failure of the peace process as the end of the path toward ending the war with Russia.

As reported, on Saturday, December 13, British Prime Minister Keir Starmer and European Commission President Ursula von der Leyen discussed the U.S. “peace plan” to stop Russia’s war against Ukraine, as well as options for using frozen Russian assets.
