Yuriy Kasyanov asks TIC to review Dozor-Kyiv 8 unit’s effectiveness

Major Yuriy Kasyanov has submitted an appeal to the Verkhovna Rada’s Temporary Investigative Commission to review the justification, necessity, and legality of liquidating his UAV unit.

Regarding Yuriy Kasyanov’s appeal to the Temporary Investigative Commission (TIC), as reported by the media.

Usually, the TIC does not disclose information about statements or the individuals who submit them regarding the cases we investigate, but this is a different situation — Mr. Yuriy personally announced his appeal to the TIC, and the media picked it up. It was reported by Yulia Yatsyk.

Since the TIC’s investigation is, first and foremost, an INVESTIGATION, not a one-day issue, and certainly not a show… I believe it is appropriate to explain to the public how this appeal will be considered.

Indeed, on 15.10.25, an appeal from Major Yuriy Kasyanov of the 1st Border Detachment of the State Border Guard Service of Ukraine (SBGSU) was received by the TIC.

In the appeal, the applicant asks the TIC to examine the effectiveness of the “Dozor-Kyiv 8” border service unit (military unit 1496 SBGSU), which was engaged in deep strike operations. In addition, the appeal raises questions about the justification and military necessity of the liquidation of this unit, as well as the legality of the SBGSU leadership’s actions.

Today, the TIC sent a request to the head of the State Border Guard Service of Ukraine, Serhiy Deineko, asking for complete information on this matter.

After receiving the materials necessary for reviewing this issue (documents, explanations, official checks, etc.), a TIC meeting will be scheduled, at which all individuals involved in this matter will be summoned.

Depending on the classification level of the information to be examined, TIC members will decide on the format of the meeting (secret/closed or open/public).

From my side, I can guarantee an honest, objective, and impartial investigation of all facts and circumstances. Any pressure or public reaction is excluded — it will 100% not affect the course of the investigation.

Based on the results of the investigation, the TIC meeting will adopt and vote on the relevant decisions (conclusions, instructions, recommendations, statements to law enforcement agencies, or other measures), which will later be included in the TIC’s report to be voted on in the Parliament.
