Ukraine Opens Full Funding for Young Artists Under Ambitious “Thousand Spring” Initiative

The Ministry of Culture has presented the state project “Thousand Spring,” aimed at supporting Ukrainian cultural products, to the music community.

“We tried to provide our understanding of what we expect from the music community, but again, you are more deeply involved in the field and should understand that we are not offering an exhaustive list of everything we can support in the music sector. It is very important for us to have a contemporary sound that reflects what is happening in our country right now, and we will be assessing originality of style,” emphasized Deputy Prime Minister for Humanitarian Policy of Ukraine and Minister of Culture Tetiana Berezhna.

She noted that this is not only about creating songs or albums — funding may also be provided for music festivals, music videos, and other formats of modern music content.

According to the government official, one of the program’s goals is to discover new names and create conditions in which young artists can build their careers in Ukraine. Therefore, debut projects will be funded at 100%. Full funding is also provided for content aimed at children. Other music projects may receive up to 80% of state support, provided there is co-financing.

Berezhna emphasized that applications can be submitted by labels, production centers, cultural organizations, and other legal entities, but not by individuals.

She stressed that the music community is expected to deliver not only creative solutions but also products that will be in demand and able to compete both in Ukraine and abroad.

“Our task as a state is to ensure that there is more Ukrainian cultural content — worthy, interesting, and competitive — and that algorithms help bring it to Ukrainians. Because the goal of this program is, through modern cultural products, to raise a generation of Ukrainians who think in Ukrainian meanings, are resilient to external information influences, and nurture Ukrainian identity,” said the Deputy Prime Minister.

The selection process will take place in several stages: from technical verification of applications to expert evaluation and a final pitching round. Key criteria include the quality of the idea, the realism of the budget, and the potential for implementation.

As reported by Ukrinform, the Ministry of Culture and the Office of the President announced the launch of the cultural support program “Thousand Spring.” The aim of the initiative is to increase the production of Ukrainian cultural content, make it competitive in mass consumption, ensure audience reach, and strengthen the presence of Ukrainian content.

The 2026 state budget allocates ₴4 billion for the program. Of this amount, ₴2.6 billion is planned for film production — including feature films, animated films, series, and non-fiction documentaries. Another ₴1 billion is allocated for other types of content such as contemporary music, performative arts, and visual arts, while around ₴300 million is designated for audiovisual shows and social media content.

The program launched on April 3, with applications open until May 28. The first stage of document verification will take place from May 20 to June 5, followed by expert evaluation of projects from June 10 to July 21. A public presentation of the selected projects is scheduled for August. Funding for approved projects is expected to begin between September and December 2026.

As of April 23, three applications had been submitted to the “Thousand Spring” program.
