A key US diplomat in Ukraine is stepping down – amid reports of internal tensions over Kyiv policy. Washington denies a rift, but questions are growing.

The United States’ top diplomat in Ukraine is set to step down, with reports pointing to internal tensions over Washington’s policy toward Kyiv.

Julie Davis, the Chargé d’Affaires of the U.S. Embassy in Ukraine, will leave her post after nearly a year in Kyiv, according to sources cited by the Financial Times and reported by European Pravda. Her departure comes at a critical moment in U.S. – Ukraine relations as the war with Russia continues and questions persist over long-term Western support.

Sources familiar with the matter told the Financial Times that Davis had grown increasingly frustrated with her role, particularly amid perceived differences with the administration of President Donald Trump over the level of support for Ukraine. However, the U.S. State Department has firmly rejected claims that policy disagreements played a role in her decision.

State Department spokesperson Tommy Pigott confirmed Davis’s planned departure but dismissed reports of a rift as “false.” He emphasized that Davis has supported the administration’s efforts to pursue what it describes as a “durable peace” between Russia and Ukraine.

“Ambassador Davis has been a steadfast advocate for the administration’s policies,” Pigott said, adding that she will continue representing U.S. interests in Kyiv until her official departure in June 2026, when she is also expected to retire from the Foreign Service.

Davis is a career diplomat with more than three decades of experience in the U.S. State Department, including extensive work in Eastern Europe. Before her current assignment, she served as U.S. ambassador to Cyprus and was notably the first U.S. ambassador to Belarus since 2008, marking a key diplomatic re-engagement with Minsk at the time.

Her dual accreditation to both Cyprus and Ukraine placed her in a unique position, but also exposed her to unexpected developments. According to sources, Davis was caught off guard in October after learning through media reports that Trump had nominated Arizona businessman and Republican donor John Breslow to replace her as ambassador to Cyprus. She was reportedly not informed in advance of the decision.

In recent weeks, Davis formally notified the State Department of her intention to step down, signaling the end of a 30-year diplomatic career.

Her departure comes amid broader changes across the U.S. diplomatic corps. In December, the Trump administration recalled dozens of ambassadors worldwide as part of an effort to align diplomatic missions more closely with its “America First” foreign policy agenda.

Data from the American Foreign Service Association highlights a significant shift in ambassadorial appointments. Only 8% of nominees under the current administration are career diplomats, a sharp decline from 57% during Trump’s first term. The trend reflects a growing reliance on political appointees rather than experienced foreign service officers.

At present, dozens of U.S. embassies worldwide remain without Senate-confirmed ambassadors, including key posts in the Middle East and Ukraine. This has raised concerns among foreign policy experts about continuity, institutional expertise, and diplomatic effectiveness during a period of heightened global instability.

Davis’s departure underscores the broader challenges facing U.S. diplomacy in Ukraine, where military, political, and strategic stakes remain high. As the war continues, leadership at the embassy level plays a critical role in coordinating aid, maintaining alliances, and shaping the international response to Russia’s invasion.

While Washington insists its policy remains consistent, the transition in Kyiv comes at a sensitive time—one that could influence both bilateral relations and the broader trajectory of Western support for Ukraine.
