Serhiy Kyslytsya to Become First Deputy Head of the President’s Office

First Deputy Foreign Minister Serhiy Kyslytsya will join Ukraine’s President’s Office as First Deputy Head, continuing high-level diplomacy and negotiations to help resolve the Russian-Ukrainian war.

First Deputy Minister of Foreign Affairs of Ukraine Serhiy Kyslytsya will move to the President’s Office as the First Deputy Head. This was announced on Saturday, January 3, by President Volodymyr Zelenskyy, according to Zaxid.net.

“I met with Serhiy Kyslytsya. We discussed the details of our diplomatic work and ways to strengthen this direction in the President’s Office, specifically ensuring communication with partners at the highest level, developing bilateral work, and synchronizing with the Foreign Ministry system,” the president said.

He noted that Serhiy Kyslytsya will simultaneously continue working in the negotiation process.

Incidentally, on January 2, Volodymyr Zelenskyy announced major personnel changes in Ukraine’s security apparatus, the Cabinet of Ministers, and its agencies. In particular, the president appointed Kyrylo Budanov, head of the Defense Ministry’s Main Intelligence Directorate, as head of his Office.

What is known about Serhiy Kyslytsya

Serhiy Kyslytsya was born on August 15, 1969, in Kyiv. He earned a higher education degree from the Institute of International Relations at Taras Shevchenko National University of Kyiv, specializing in International Law.

Since 1992, Serhiy Kyslytsya has worked at various embassies, including in the United States, as well as at the Ministry of Foreign Affairs and Ukraine’s missions to international organizations.

From 2019, he served as Ukraine’s Permanent Representative to the United Nations. Since 2021, he was also Ambassador Extraordinary and Plenipotentiary of Ukraine to the Commonwealth of the Bahamas (concurrently). In December 2024, President Volodymyr Zelenskyy dismissed him from these positions.

On February 12, 2025, Serhiy Kyslytsya was appointed First Deputy Minister of Foreign Affairs of Ukraine. Since May 2025, he has also been part of the Ukrainian delegation for negotiations aimed at ending the Russian-Ukrainian war.
