The Center for Civil Liberties will present an analytical report on prosecuting perpetrators of enforced disappearances committed amid Russia’s war against Ukraine.
Enforced disappearances amid Russia’s war against Ukraine have become a systematic practice aimed not only at individuals and their families, but also at intimidating the civilian population and suppressing resistance. Ahead of the International Day of the Victims of Enforced Disappearances, the Center for Civil Liberties is presenting an analytical report on the possibilities of prosecuting those responsible for such crimes.

Human rights defenders have documented at least 16,000 cases of enforced disappearances resulting from Russian aggression against Ukraine since 2014. The International Convention for the Protection of All Persons from Enforced Disappearance obliges states parties to ensure access to justice, take measures to prevent enforced disappearances, and protect the rights of victims.
During the event, we will discuss how to document such crimes, identify those involved, and use legal mechanisms in other countries to hold perpetrators accountable, even if they are outside Ukraine.
