President Volodymyr Zelenskyy has finally submitted a draft law No. 13533 on NABU and SAPO.
Anti-corruption action Centre revised the document and informs that it fully restores the foundations of independence for NABU and SAPO – foundations that were dismantled by 263 MPs on July 22, 2025.
This bill is the direct result of the incredible pressure from Ukrainian citizens who, in recent days, have made it clear to those in power: we will not allow you to destroy our European future.
But this is far from a victory, Anti-Corruption action Center warns. Most MPs from Zelenskyy’s own party are refusing to convene and vote on the bill anytime soon – citing vacation as their excuse. They’ve gone on holiday.
Yet even a single week of delay could be enough to collapse a number of high-level corruption cases currently being handled by NABU and SAPO.
Let’s not forget: over 50 MPs in the current parliament are under suspicion or indictment – most of them for corruption-related offenses brought by NABU and SAPO. Naturally, they are doing everything they can to protect themselves.
That’s why the demand to vote on the bill immediately and in full must remain urgent and uncompromising.
Zelenskyy has already shown that he can rapidly gather votes and sign laws in record time when needed. He also knows how to call people back from vacation – as he did with Chernyshov.
The room creates impression that the Security Service of Ukraine (SBU) and the Prosecutor General’s Office (PGO) are now bargaining over the cases that were taken from NABU and SAPO.
Large sums of money and serious prison terms are at stake. And while the situation “settles down,” witnesses may go silent, documents may disappear, and loose ends might be conveniently cleaned up.
Some cases might even be handed over as gifts – served on a silver platter.
Anti-corruption action Centrer demand to the president and the ruling majority to urgently repeal Law No. 12414.
